Q: I am a tenant; can I apply for service? 

Water service must be applied for by the owner of the property. We do not establish service in the name of a tenant. If you are a landlord and are renting your home, the application will need to be completed in your name, and you may add the tenants name in care of (c/o).

Q: When does my bill mail? 

All bills will mail on the 5th business day of each month.

Q: When is my bill due? 

Your bill is due immediately. We allow a 60-day grace period before we charge a 10% late fee.

Q: Does QHWD offer discounts for water rates (such as senior discount, low income, etc.)? 

A:  Quartz Hill Water has not historically elected to implement discounts out of an effort to maintain equality in rates. The District’s rate structure is designed to promote two fundamental values: first, to allocate costs fairly and equitably to all customers so that each customer pays his, or her, fair share and no more; and second, to manage inappropriate over-consumption of water and conserve resources.  QHWD has continuously refined our cost allocation methods and have implemented an allocation-based conservation rate structure. If QHWD were to implement a low income or senior discount rate, it would effectively shift these costs to other customers, an outcome that would be inconsistent with our fundamental cost allocation objectives. Such programs could potentially be reviewed in the future, should additional other revenues be available. 

Q: How much will it cost to fill my pool? 

A:  Short answer, for MOST average sized pools (15000-20000 gallons) the worst case scenario at Tier 3 will be between $78-$103. If you would like a more precise answer and know how many gallons your pool is, take that number and divide it by 748.  One unit of water is 748 gallons.  If all the water for filling your pool (worse case scenario) lands in the top tier, Tier 3, the cost is $3.42 per unit. For a more detailed explaination, feel free to call. 

Q: How do I know if I have a leak? 

You can tell you have a leak by looking for visible signs like water stains or mold, listening for sounds of dripping or running water, or checking your water meter when no water is being used.

Q: How many gallons are in one unit of water? 

A: One unit of water is 748 gallons.  

Q: Why does my water appear milky or cloudy? 

A: A milky or cloudy appearance is usually caused by air bubbles in the water, which pose no health risk. If the water is allowed to sit, the air will dissipate and the water will clear. If the cloudiness does not disappear, please contact us so that we may investigate.

Q: What causes odor in the hot water? 

A: The most common cause of odor in hot water is the water heater. If your cold water smells fine, check your water heater to ensure that the temperature setting is correct. Water heaters also need to be maintained (see manufacturer’s instructions). Please contact us if the odor persists or if it is present in both the hot and cold water.

Q: What causes some water to be discolored? 

A: Color in water is usually caused by naturally occurring organic matter, minerals, or mineral build-up in the pipes. We flush our water system regularly to clean mineral build-up and other sediment from the pipes. If you receive discolored water, you should let your faucets run until the water is clear. Such substances typically do not pose a health hazard; however, we ask that you please report any instances of discolored water so that we may investigate.

Q: Is bottled water higher quality than tap water? 

A: Tap water providers and bottled water providers must meet the same water quality standards. In fact, tap water providers are required to conduct more frequent water quality testing and reporting than bottled water providers. Some consumers prefer the taste of bottled water, and some choose bottled water because they have special health needs. But tap water is a much better deal at costs of 1,000 times less than bottled water.

Q: Why do our employees open fire hydrants? 

A: We conduct regular water system flushing to remove any mineral build-up and sediment from the pipes and also to ensure that water circulates adequately throughout the system. Fire hydrants may also be opened to conduct fire-flow capability tests.

Q: Why does water need to be disinfected? 

A: Disinfectants are required because they prevent the spread of germs that cause diseases. Years ago, before disinfectants were used for drinking water, diseases such as cholera, typhoid fever, and dysentery were common. Drinking water disinfection has vastly improved the quality and safety of drinking water.

Q: Why does my water have a chlorine taste (or smell)? 

A: We disinfect your water to ensure that it is free of harmful bacteria. To reduce any chlorine taste or smell, try refrigerating your water before drinking.
